PCTI Governance Tool

June 2022

At the sixth session of ‘Innovation Ecosystems’, the draft Science, Technology and Innovation Plan/ Zientzia, Teknologia eta Berrikuntzako Plana 2021-2025 was presented. In particular, the role that Innovation Ecosystems will have in the governance of the PCTI was highlighted and, in particular, how the companies that belong to this initiative will participate in the innovation policy through periodic conferences.

Innovation Ecosystems thereby becomes a unique space in which companies receive direct information from the Government of Navarre on the evolution of the PCTI, impact indicators, and prioritisations, etc.

In July 2022, the Science, Technology and Innovation Plan/ Zientzia, Teknologia eta Berrikuntzako Plana 2021-2025 was approved.

MILESTONES to achieve the 2030 Challenges

Although the starting point of each sector is different, common needs were identified that translate into actions aimed at:

  1. Building from a global capacity map

  2. Implementing a smart specialisation strategy

  3. Implementing an ecosystem logic that promotes a double dynamic of cooperation: inter- and intrasectoral

  4. Promoting innovation based on challenges, with pilot projects and real experimentation (living lab)

  5. A talent management strategy

  6. An environment that facilitates business relationships between companies

  7. Innovative public procurement

VISION 2030 /CHALLENGES

The years 2020-2030 require a clear strategic vision. In order to define a clear common strategy, achievable short, medium and long-term objectives must be established. In addition, a certain degree of flexibility will be necessary. This strategic vision should serve to focus efforts, work in the same direction and generate greater regional competitiveness.

The development of sectors with a high degree of specialisation will be essential when it comes to being competitive in the foreign market. In order to achieve a competitive position for a region as small as Navarre in an international context, it is important to focus efforts and develop a high degree of specialisation in small areas that allow competition in the international market.

Local cooperation will be essential to gain global competitiveness, as well as intra- and intra-sectoral cooperation. That is, while cooperation between entities in the same sector is increasingly widespread, 2020-2030 will present possibilities for synergies between entities in different sectors. These intersectoral synergies will generate greater regional competitiveness.

Prior to 2019

COMPANIESareincreasingly aware of the need to develop, adopt technology and establish industrial growth challenges in the medium term.

SINAI Stakeholders, on the other hand, take an increasingly applied approach to technologies and see being aligned with their sector's market as a necessity.

Is it possible to align both points of view?
Let's try to unite Navarre's R&D+I ecosystem
